Saemon is one of the ten elite Koga ninja chosen by Danjo to compete against Ten Iga. There is no canonical information about Saemon's background and the plot mainly covers his participation in the death game. There's only a flashback (in the comic) where's he is watching Jimushi fish. In Basilisk, Saemon's deceit against his enemies' psyche highly contributed kills for the Koga.

Personality: In the novel, Kisaragi Saemon is described as "completely featureless and very ordinary-looking". Saemon is generally quiet. He gives off a mysterious and laid back aspect easily with his bland face and thin eyes, and when he does speak, it is in a calm undertone that further augments his apathetic presence (it is more notable in Japanese anime version). He only opens his eyes when his emotions are really stirred up (especially anger), or when his mind has conceived a nefarious plan. Just by looking into Saemon's eyes, a person may be filled with a sense of foreboding. Plus, those not-so-nice looking eyes are often accompanied by a smirk.
Despite his mysteriousness, Saemon can be a generous person. While he may take pauses and withdraw into quiet thought during a conversation, the way he speaks among company is ordinary. Like with Koga nin Kagerou, Saemon was aware that she was in love with Gennosuke and aware on how her feelings would burden the Koga during the ten ninja death battle. Saemon also remarked that Kagerou is a pretty lady and how woman can be very scary, primarily because of their passions. In addition, since his sister Okoi has a tomboyish attitude, he can get a little nervous around her. Maybe she is the inspiration for her brother's comment?
Adding to Saemon's aptitude to generosity is his silent consideration of others. It is mostly subtle with the exception of his sister. He (disguised as Yashamaru) looked quite shocked and sad to see Okoi fatally wounded in the Iga salt barn. Both were capable of relaying their thoughts through hand contact, a fine example of their bond, and it marked the true beginning of Saemon unveiling his most deadliest side.

Throughout the clan rivalry during the canon's plot, he truly shows his competence, his rigid views of war, his overconfidence in his skills, and more importantly his mercilessness. Before he realized that the Iga-Koga truce had been broken, Saemon seemed to have had a latent distrust towards the Iga. He became very suspicious at first, and he would eagerly monitor the Iga's movements to search for an answer. After witnessing his sister's death, Saemon devoted himself to Koga's absolute victory. And he would do that by any means necessary. He even smiled wickedly at Iga's first blunder against Gennosuke and would continue to mock them the more they looked closer to defeat. This indicates that Saemon will make snide comments about how a person is weak, plus he often smirks at the dead body (or misfortunes) of an enemy. Matter of fact, when it was first only implied that the Iga-Kouga treaty was broken, Saemon seemed to have looked delighted at the idea (Chapter 8).

As for his hand-to-hand skill, Saemon was able to take on a group of samurai alone. How the heck was he able to break a guy's wrist with just in his knuckle?!
WEAKNESSES:
- Quiet, which is his usual nature. It might make him seem hard to approach?
- Cold-hearted. Basilisk fanon detest him because of the way he committed himself to the Iga/Koga fights, and he did so without mercy.
- Will use provocation to tease a person. That is especially to those who are very zealous or have a love interest. "Woman are indeed scary" (and no, he's not misogynistic). He can say the worse things, as if sharing his experience from the hellish twenty ninja war.
- Cunning. It is difficult to discern what he's thinking. His physical appearance contributes to this as well. This can probably lead to others underestimating him.
- Stubbornness. Can get upset if things aren't in his favor.
- Quite rare, but Saemon is scary when angry. He can lose his cool and take action to get out a really bad (or irritating) situation.

[ On his featureless looking face, the man’s eyebrows arched in a way that made him look like he was either surprised or puzzled. Since it is Kisaragi Saemon, a master in subtlety, his mood was difficult to determine. ]
"So, you’re using that 'show item' on me again?"
[ The image of Saemon disappeared briefly, replaced by the impish smirk of Manji, his Sneasel. It was the Koga’s pokemon that was holding the PokeGear. ]
"Why show? I don’t think there's anything interesting about me laying here."
"Sneee!"
[ Manji gave out a loud hiss, and Saemon's image returned. The PokeGear was directed back at the trainer. Saemon now looked to be in a thinking posture, his hand cupping his chin. ]
"Cherrygrove is another day west of us." [ There is a pause as Saemon entered his thoughts briefly. ]
"No need to hurry. Besides," [ Another pause, and the Koga's eyes part open. His mouth curved into a mischievous smile, parallel to his dark pokemon. ]
"You need to train, correct?"
Third Person Sample:
It was morning and the town bustled with new trainers. Saemon could not panic. When he first set foot out of his so-called mother's house, he saw and felt that everything around him had completely change. The ambience of war, the feeling of having to prepare for the next move and having to watch one's back, and also live with the pain of seeing the corpses of friends and family, had vanished. Hell, even his sword and throwing knives were gone.
"It’s like a dream," He thought. The Koga’s face was the usual, motionless appearance. From a first impression, Saemon looked like he was uninterested at what the trainers were doing, or he just wasn’t looking forward to the day.
"Hmm..." Moments later, Saemon departed into the boundaries of New Bark. For now, he put aside his wonders over his "awkward dream", so that he could move ahead to his first destination. Replacing his confusion was curiosity – and it was over what was in his hand. He held an item unlike anything he had seen before; in his thoughts, the Koga could only compare it to a squared piece of stone used to build the daimyo castles, but it had little "indents" in them. He couldn't help but raise it close to his face.
"PokeGear?" Saemon tilted his head in confusion, and then looked down at his leg. His eyes met a black face, which looked up to him and responded with a mischievous smile. The creature greatly resembled, or rather embodied, the devilish side of Saemon that was left back at the clan battles. That Saemon who showed off his narrow, insensitive stare against his enemy while smiling in triumph.
"Manji," Saemon calmly addressed the black weasel pokemon, a Sneasel he blessed with a name in honor of his home and clan. The Sneasel twitched his red left ear and gave out a little giggle.
Saemon's eyebrows lurched upward. He looked ahead into a field of tall grass, "From what I had already gathered, I am in a place filled with strange creatures like you. Dream or not, I have to take action."
That was true. Even in a dream, something was happening. Kisaragi wasn't the type to stand around and do nothing to draw blanks, especially not with his itching urge to investigate. He wanted to know where he was, where he was going, and what was going to happen next. Before long, the Koga already behaved like he was a natural in Kanto. So, he set his willpower towards one purpose: his absolute victory in the Pokemon league.
Even though, at one point while traveling, Saemon said while rubbing his chin with his hand, "Maybe I am dead? Yes...you do look like a demon after all." He asked his Sneasel in a lax voice,
"If this is the realm of demons, then it’s really not what I expected." The ninja even chuckled, smiling. Looking at his trainer, a spark emitted from one of Manji's red eyes and a smirk crooked its mouth.
Saemon teetered between truth and fiction, even joking about his own death. He was either careless or losing his mind, as death meant he lost his chance in attain vengeance for the Koga. At the moment, to remain consistent, his focus was towards the next town.
